Dear Sirs/Madams,
With the development of electrical/electronic/Optical equipment and with new types of guns and weapons, why not one day we wake up with bad people using those high technologies weapons against humans? Specially, if some powerful group (political or not yet a political group) wants to suggest some type of behavior.
Sirs/Madams, my name is William Alencar Barros. I am a simple Engineer, but because I am hungry to know I always say and write that I have a multidisciplinary formation and professional experiences. I worked (served) for Telecommunications, Energy (Oil and Gas) and Defense.
Just a little bit about me. In 2004 after created a new product (it was sold), discovered as issue in the biggest Company Project (billions of $) who will show up to the customer 2, 3 year in the future (thus we will have time to act and solve the issue), stand up for a Re-calibration of a Customer Sensor after a not-destructive test, etc. I was dismissed.
Without a job in Brazil I choose to immigrate. I studied 5 Countries. First choice was USA, but the immigration process did not answer all my questions. The others Countries was: UK (need a sponsor), Australia (3 to 5 years to have an answer) Swiss (need a sponsor) and Canada. Thus Canada is in North America and the process answered all my questions, they have all information on-line.
Thus, I decided to immigrate as skilled (with qualifications) immigrant (http://www.merriam-webster.com/dictionary/immigrate?show=0&t=1313501526).
I ran all process by myself in 2005, travelled inside Brazil to get the documents Canada (Quebec) asked. And in 2006 I immigrated.
Because I choose Quebec in 2005, in Brazil, I began to study French. I wished to begin my new life in Quebec (Canada) understanding everybody.
But what happened, since I left Navy I began to sense few strange coincidences in my life. I began to receive strange emails. For example Brazil Air Force was recruiting military reserve to serve in active duties. In 90’s, I was approved – in a public written exam – in First Place for Brazil Air Force Temporary Officer. However Air Force did not hire me because during the psychology exam I was put in the status “above the Air Force needs”.
During 2005 and the beginning of 2006 I also studied Canada and North America (emphasis in Quebec) geography and history. I immigrated in 2006.
In Quebec, Canada I received a waiting notice. The Quebec govern want me to wait. It will provides me all that I need to live – Air, water, foods, a room or a shelter, and even women or sex (at that time I did not know about the govern providing women for sex). Of course I need all of those but my BIZARRE BEHAVIOR of engineer – CURIOSITY, hungry for more knowledge. I IMMIGRATE TO WORK. Thus in Quebec I ran a lot looking for jobs opportunities – as Engineer and as technician to begin – WORK IS IMPORTANT. I tried to do Volunteers jobs (without payments) but even that Quebec was closed.
And it is unbelievable, in Laval QC Canada, I was invited to help a volunteer even for a Cancer Society, I waked up 3 am to arrive on-time to the event. But when I arrived the event was finished. Nobody – specially the anti-leader (who had invited me) gave a phone call or sent me a email saying that they did not need me. But that’s OK discrimination are part of human society.
In Quebec I discovered that like Brazil, Canada have Engineers Union- The Order of Quebec Engineer (OEQ). To enter in the Club I need to spend 3, 4 years. A bridge had followed in Laval QC Canada. Who was the responsible? The OEQ, probably not as Brazil those Unions only get their money and protect the incompetence.
Well, in Quebec, I spoke with a lot of Companies, Human Resources companies, knock companies door, Visited job Fairs, Job Events, etc. But I discovered how the Quebec govern will help me to find a job.
At that time, you will wait around 6 months to go into a full time French language training, after that more 1 or 2 year of language trying. After that, more 6 months of training of “How to look for a job”. After that may be more 1 year of looking of a job. And if after all that time you looked hard for a job and under the supervision of an EmploiQuebec Officer Employee. The Govern will give you a Letter. This letter will say that if some Company hires you, the Good Govern will give a tax break to this Company. I think this is a path to a Nazy or a Communist Society. I was set to have 3, may be 5 years of unemployment status, if I had rested in Quebec.
But I also could have married or had a child there. But I am responsible am I had a long road of escape from sex tricks.
Thus after 6 months, and with all those experience I moved. I traveled to Brazil, did some trying and return to Ottawa ON Canada.
In 2007, I was surprised that to see that I was followed in the street, I had hidden cameras in the place I rented YMCA. I did a road test to get a drive license and it was unbelievable. I WAS STOLEN, in the test. I complained but it was useless. But my behavior was the same, WORK, ARBEIT, TRAVAIL.
I chose to pay MIT training in Cambridge MA. I travelled to MA by car and I was almost killed. Around Hartford CT, a car entered in a big highway in a wrong direction and almost hit my car. I escaped just because I drive better than the majority. The car average speed there was 90 / 100 miles per hour. I called 911 from my Canadian Roger Phone.
I did my training at MIT and met some directors, managers, etc (NGC, Telcordia, etc). And left USA to Brazil. During the fly, an American Airlines new 777 airplane, who stopped in Sao Paulo BR and travelled to Rio de Janeiro BR with about 10 persons on-board. With a fast look into the international fly regulations I noted that foreign airlines cannot fly between airport into a foreign country. But I travelled from Sao Paulo to Rio de Janeiro into a new 777 AA – wonderful. And just one data. I travelled with my MIT T-shirt. During the inspection on USA airport I passed with my pocket knife, all my cutters and sharp electronic tools. I should be arrested at that time.
Thus I began to think that I was a real target.
But in 2008 for the 3rd time, I return to Canada, Ottawa ON. But that time I rented an apartment, one year lease. The Canadian would not be stupid, I have skills and qualifications to WORK. I immigrated. Like USA, Canada is a country of immigrants, and their offspring. Rich country, who knows that Adam Smith – consider the father of the Economic Sciences – the work creates richness.
To control my cost I chose not to by a car there. I was able to rent a car if I needed. The same old behavior.
But I faced persons following me, my neighbors calling police for me because:
I took shower 1000pm – I began to take it 100am;
I play on Halloween;
I listened music 40/30 dB in the hallway;
The police in Ottawa always asked me if I was listening voices. My answer was YES – my neighbors And the Officers ended saying that they have a daughter with an age of marry.
But in 2008 and 2009 I looked hard for a job opportunity. I did a written exam in the Canadian Defense Department, 4 persons did the test. One left the test with 5 minutes, another only complained, and the 3rd and me used all the available time. But after 3 or 4 months the super busy workers did not have the time to correct the test, or the respect to give a simple “thank you” feedback. I left the process.
Thus in 2009 I began to see my name in some Companies in USA with the “Hiring-manager-Review” status. I travelled to Reno NV to search the Company and talk to managers. And somebody left into my bags a little rock. I have this little rock, after a fast search it looks like a moon rock. However, it may be a volcanic rock or a little meteor rock of even a fake moon rock. But the fact is that “why somebody left this rock in my bag?” “Why following me?”. I applied simply applied for jobs in Jet Propulsion Lab, and jobs in NASA, and also in CSA. And in time, I put my name to be an Astronaut in Canada. The public document for the public competition said that, with equal skills the final decision will be a Citizenship criterion. That’s fair, I was a resident permanent. But instead of using the last criteria Canada used it as first criteria.
Of course I complained this time, but it was useless.
Thus, in the end of 2009 my Canadian immigration finished. I wish the best for Canada. The have a Nazy and Communist Society there. I move forward to USA, I pushed the USA immigration Law.
I moved to Arizona. First I lived in Yuma, second in Mesa and now in Phoenix.
But as I learn a popular speech, the hole does not end.
I kept my same behavior; I looked for a job opportunity, controlling my costs, saving money. And in all three places that I rented neighbors kept annoying me, persons was/are following me on the street. Now they are saying sentences like: “You lost the small”, “fall”, “fail to get in”, “you need you slow down”, “you need to stop”, “you are tricked down”, “Lost you tall women, get a small”, etc. And I also say as answer, sentences like: “Lost your small get a smorthette”, “The snail needs legs to fly”, “The snail needs to look for her/his brain”.
But that’s the MAIN POINT of this letter. After The middle of December 2010, in the Fairways (2045 W. Butler Dr ZIP 21085, a new level of persecution began to happen.
Why me? May be because I life was deeply investigated. I will right about it:
– Public Completion for Airforce in Brazil: Approved in First Place in the written exam – a lot of persons I did the test;
– Public National Completion for Army: Approved in First Place of 32 approved; a lot of persons did the test;
– Public National competition for Federal Police: Approved in second place: in the city I was born I did the test in the Mineirao (Soccer stadium); The first test was cancel due a crime, persons got the test answers. I was approved in the second;
– Telesp: Approved in 20th place; I remember I doing the test in Campinas SP. The number of persons doing the test was around 100.000;
– Navy: I tried 3 times; Let’s have fun: The first time they authorize the use of calculators in the beginning of the test. I was surprised.
– In Navy I fixed I directional control system of the ship I was serving, during the real sea exercise. I never had a good support of commander there, may be because I bought an apartment in Ipanema RJ (1 block from the beach). Everybody said it was impossible.
– In FMC I created new product (sold) within my first month of work. I discovered an issue into the biggest FMC Brazil project (Roncador phase 2). The issue will arise as problem to the customer after 2 or 3 years. Instead of supporting me, my manager moved me from the project. In an international test, Flowmeter sensor, I stayed in the customer side saying that FMC needs to recalibrate the sensor after the non-destructive test. Persons were afraid to go into this project because the underwater physical phenomenon was not well knowing. Formation of Hydrate (rocks into pipelines). I discovered I professor in New Scotia, Canada who have a Master Thesis of this subject. The professor sent me the thesis. It arrives in FMC doors in 2 weeks. And in my table after 4 months. Everybody read it before me. That’s fun. But I was moved from the project after began to say that I will not sign papers until I get a document (paper – because the customer Petrobras at that time liked paper).

But let’s return to Phoenix AZ after Dec/2010. Persons following me and shouting into my years was normal – I simply do not care, they need to study and look for jobs.
But I began to feel a lot of pain and also sex excitation. I will go into pain first.
There is equipment used in hospital, which destroy Gallstones, I think it uses ultrasound to do it. I felt pain in some of my internal organs. Some of the pain looked (and looks) like my internal organs was warming up. I also know that microwaves warm up water molecules. But that’s not enough, the energy weapon needs to target me, and I moved inside all my apartment’s rooms- even bathroom. So, with a lot of those pain I called Phoenix police and FBI several times (incident number 296132, 301974, etc). But every time the Police came was to say that I need a Doctor to check my body conditions or simply that I am crazy (Let’s have fun my nick as kid was “Lele da Cuca” which means Smart Mad or Crazy).
I am a person who believes in good persons. Police is of protect persons History teach us about Party Police. Secret Police. I am waiting to do my Physical Exam at Phoenix Police. I have the email calling me. I did not receive the email saying “thank you for your participation”. I served in the military. Secret Services like CIA, are necessary to fight the enemy (better kill then soon than late). But if I am the enemy, why I have 3 US Navy Letters saying that I am able to serve US Navy Reserve, City saying that I am Eligible-to-Hire, City inviting me to apply for a job opportunity. The Political Police was from Nazy SS, KGB, Saddan Hussen, also Brazil when had a dictators. Let’s not forget the all NAZY Country problems were due to immigrants, ops sorry, Jews. NAZY and at once later Communists were good Citizens. Was every person that born in Germany agrees with Hitler? Think!! They did not have those high tech weapons in the 30’s 40’s. Hitler was elected. And Nations allowed him to invade Czechoslovakia, Austria.
Allow me to suggest a series of good books, where ethical, political, sociology, and philosophy questions arise. Dune from Frank Herbert and all the others books Dune books from Brian Herbert and Kevin J. Anderson. You will find HEROS in the beginning but dictators at the end, a lot of fun.
I did fast internet research and I found that those equipment was or are using in US Detention system. Now you (USA and Brazil) are using outside the detention system, bypassing the JUDIRIARY. Let’ be a little bit less optimist, without a JUDICIARY you will go to Classical Greek, where there are/were SLAVERY. But at the end will result in a dictator or a war inside our land. I am suffering attacks on the street (Rio de Janeiro Brazil). In USA I did not have all the documents (I am not illegal), here in Brazil I have all the documents.
Thus, First enemies of a war (good), short time in past bad persons on jails (that’s OK), now human beings who pushed the law and the Constitution (not good), near future political disagreement (NAZY/Communist – Dictators). I have all Documents as Resident Permanent in Canada, and there I had hidden cameras, persons trying to trick me down, and a Political Police. The only document I did not ask for in Ottawa Canada was the Sick Insurance. YES, sick insurance, because Health insurance is sports, good food, prevention (usually vaccines), study, work. Morphology of the words is important.
Please, I am not radical some type of first aids everybody needs to have. But it also needs to have some type of payment.
These high tech weapons have two special targets: heart and sexual organ (man and woman). But it could target head, throat, stomach, pancreas, kidneys, eye(s), year(s), lungs, etc, causing pain and discomfort.
And let me write that moving the parabolic antenna or changing its aperture your entire body could be target.
Let’s go to heart first.
I had several heart pain or breaks in Phoenix AZ, and here in Rio de Janeiro Brazil. First how a person who was/are running for 1 or 2 hours 10/15 miles (here 5/7 in soft sand), swimming for 2, 3 hours (http://www.tempe.gov/kiwanis) began to have heart issues. With my behavior I searched and discoverer those high tech weapon, will be able to disrupt my heart beats. Again, my research showed that those test were used in the US Detention System, which I approve – PUT BAD PERSON IN JAIL. But in my case where are the Judge? I called Police FBI asking for equipment. City Police said they do not have them and asked me to call FBI, FBI said that the Police needs to forward the case to them. And the 911 Police did not open an investigation.
Because everybody was shouting in my head and because of all the issues in USA about free SickCare, I decided to enter into an emergency room. First I arrive at the front hall. I saw one guy that was following me entering. Indeed one nice nurse was there. But that day I did not entered.
During another day I entered, persons there began to test my heart took some blood samples, but they left me of hours in the bed. After some few hours, I said that’s enough and asked to leave. The hospital are very good, I am sure about that, but as Engineer disrespect of physics law always gives us bad results.
Let’s go to the Love Weapon. That’s the name, because for those who have read 1984 from George Orwell, know that The Minister of Love was/are the responsible for the Torture, Minister of Peace are in charged for the war, and Minister of the True is responsible to change History. Thus, the Love weapon has two devices. The first is the “Heat” or “Eye”. It’s the same microwave gun targeting in a narrow bean your sexual organ. It increases its temperature. And it can also introduce variations of the temperature, giving a sensation of movement.
The second, I believe is a Constant magnetic field. It puts the red blood (who have iron and are nonpolar molecules) cells to work like small magnets increasing the volume of all blood and thus the sex organ.
Everybody love sex, they used (and are using) the Love weapon in me to me to “get something done”. But what is something done?
– Be adopted by some family? I am 43 years old, please!!!!
– To me adopt a kid? I am unemployed.
– To get a girl? I want it but I am responsible.
To marry, I need to WORK, ARBEIT, TRAVAIL, TRABALHO. In Rio de Janeiro and others cities in Brazil, I had escape from several tricks. Frankly, prepared preservatives for blow up, for example (Carnival are in Brazil). A good relation you do not RUSH. And I was suffering psychological suggestions to rush into a relation, who will give me kids and probably few years in the future will generate a divorce. And because I am responsible I will pay.
I had two stable relations with girls in Brazil, unhappy those were finished. But because of trust I do not have kids.
And of course, rush into a relation with somebody that I do not know could generate diseases. All my relations I knew the persons.
Finally, let’s go into the Voices, in specially a type of voices not spoken by persons on the hallway or on the streets. I never had read about, but I began inside my room in phoenix especially at night, to listen voices. It was loud and clear, different timbres of voices, which means different persons. And one night a guy spoke to me saying that I was a big problem maker. It was wrong (note it instead of he). Well, next day I was at Navy recruiting center in 1703 W Bethany Home Rd Spectrum Mall Suit C Phoenix AZ 85021. And for my surprise the voice that I listened was from the Sgt who spoke to me. I was looking for answer because I wish to serve US Navy, why I received 3 LETTERS saying that I was able to serve. But the Sgt said that US Navy had Quality problems.
Well I ask, so I need to hear. To end the dialogue I asked him to write his name for me and he wrote “Penny Officer Carbajal”.
But about the voices as Engineer I began to think, who could I hear something without seem nobody, several persons. I tuned my audible sensors. I noted that those voices were coming into my mind from:
– Mechanic wave though the air – normal audible voices;
– Forming like a little scratch in my skill close to my years – Ultrasound carrier modulated by voice (http://en.wikipedia.org/wiki/Modulated_ultrasound).

But again Police just kept saying the same. I never saw the devices but I also never being on the moon to do the Galileo Galilei experiment to see the gravity acceleration experiment, like Nasa Astronauts did.
All this new High Tech devices could be as pistols, guns, for good of for a crime. And in USA and here in Brazil they were/are being used against the LAW. I am an immigrant. I left USA simply because for 5 months I was been hit with full power. I tried to defend myself, called Police, FBI sent emails to newspapers, talked to my Condo administrations, etc. I moved and travelled and the equipment travelled with me, without my knowledge, all over AZ and CA. And here in Brazil, I have WALLS with concrete, who give a better protection.
All of these happened in USA and are happen now, with me. The intention of these persons are to trick people down, slow down, persons. Because, WORK is not important anymore. Competence is not a good criteria of selection. You need to wait for you big job in a line. If you studied hard probably you will be tricked down in a school. My best teacher in university approved 50%, of the students. This guy will need to fall for those persons. With hard break, some sex diseases, if he/she were single, or if marry probably needs to pay a pension after few years. And Let me remember, that China in the recently past (I worked for a Chinese Company Huawei – It have China State participation) for a Chinese left China to Study in USA for example. He has to have a wife with only one kid. The wife was kept inside China as potential hostage.
In my case is simple, I am responsible I do not like to talk on the streets and if somebody cross my pathway I did not stop.
But how are those persons? Let me tell you about my apartment, because my career has a lot of military experience. But my condo have persons like ex-Minister of defense (he lost his job as minister after a strike of radar controllers – sgts of Brazil air force), famous actors in Brazil, ex-mayors, etc.
Thus, because all of that I believe, or after the Torture here all employers of my building are “arapongas”, a brazil name for spy. And I for my surprise I am a real FOOOLL – Firm Optical Optimal Optimist Logical and Love person – who naively immigrate and SIMPLE WISH TO WORK.
But now I am into a big universe. And persons are saying: “Let’s take down the eagle. He is losing his tall, small, low, pretty small girls every day. And let’s not forget (for fun), I am very glad to lose my gay every day. They said that this is a small game. And because the high tech equipment those persons should be from internal security systems. Small means spy. And of course the spy system should include persons from political parties, police, etc.
And the FOOLS are the work people. Specially those who are single, rich, study and work hard Engineers and Scientists.
To end this letter I wish to write that I immigrate. I want to return to USA. I am sure Eligible-to-hire wants to give an opportunity. I head that in Starbucks, in different cities.
I was returning to USA when a AA attendant denial me the access to the fly back to USA. Probably, because this guy was a spy from Brazil working for AA. And another person, (a girl) from AA said to me that she called BCP in USA. She spoke wish a BCP Officer Mr. Garcia.
Thus, I know my next step, I want to return to USA.
